To some kids and young adults-it's high fashion!  But last night the Cocoa City Council passed an ordinance that would ban saggy pants in 2013.  The ordinance, which applies only to public property, would make it against the law to wear your pants more than 3 inches below your underwear.  Fines range from $25 for a first offense up to $100 for repeat offenses.  Police say that they won't be out with rulers checking people, and there will be a grace period once the law goes into effect...but the word in Cocoa is no more "pants on the ground!".  BTW, the same law applies to skirts too.  Sorry kids...supporters say that the new law will help the city's image.
